Summary
Primary Function:
The Program Manager will lead a team of Program Directors, ensuring alignment with our mission, vision, and best practices while fostering high-performing programs. Collaborate with key stakeholders, manage program operations, and maintain compliance. The Program Manager’s expertise will contribute to creating a positive impact in the lives of the youth we serve and the communities we support.
Organizational Role:
- Supervisor: Deputy Director - Afterschool and Community School Programs
- Supervises: Program Directors
- Hours: Full time, Monday – Friday
Qualifications
Educational & Professional Credentials:
- Bachelor's degree in Education, Social Work, Child Development, or a related field, or
- Two (2) or more years supervising staff as a multisite supervisor of sizeable youth development or education programs.
- NYS OCFS School Age Child Care (SACC) Director credentials preferred to secure and maintain SACC credential training and certification.
- Working knowledge and application of public educational and afterschool systems; knowledge of contractual, regulatory, funding, and budgetary requirements regarding the Department of Education (DOE), Department of Youth and Community Development (DYCD) COMPASS/SONYC programs, and NYS School Age Child Care (SACC) regulations.
- Excellent skills in communication (oral and written), interpersonal, cultural competency, judgment, and decision-making.
- Excellent organizational, project management, time management, and communication skills.
Duties
- Supervise, train, evaluate, and recruit a team of Program Directors and other program staff in alignment with RTS's Mission, Vision, Core Values and youth development best practices.
- Train Program Director in areas of recruitment, scheduling, staffing, program design, and RTS philosophy
- Recruit, interview, hire, train, supervise, and evaluate team members.
- Collaborate as part of a Multisite Supervisors team to ensure alignment with RTS's Mission, strategic priorities, funder requirements and operational procedures.
- Build relationships, advocate, and collaborate with key stakeholders, including Principals, Parents, Contractors, and Funders.
- Develop systems for Program Directors to manage day-to-day program operations, including attendance, incidences, reporting, evaluation, and assessment.
- Ensure compliance and maintain high-performing programs that meet contractual, regulatory, and agency standards.
- Collaborate with Program Directors to set spending priorities aligned with strategic goals, and track budgets.
- Conduct regular meetings with Program Directors for program planning and activity development.
- Obtain or renew SACC licenses and ensure compliance with SACC regulatory requirements.
- Track SACC training hours and maintain a detailed training log for staff.
- Conduct bi-weekly site visits to oversee program implementation and provide support.
- Resolve conflicts and negotiate solutions as needed.
- Proven track record in designing, executing, and evaluating afterschool programs.
- Strong understanding of youth development principles and best practices in afterschool programming.
- Demonstrated experience in budgetary management and oversight.
- Knowledge of culturally responsive practices and curriculum design.
- Competency in data analysis and the use of metrics to guide strategy and decision-making.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with program management software.
- Previous experience in a non-profit setting.
- Familiarity with project-based learning and social-emotional learning methodologies.

Physical Requirements:
- Ability to travel to different program locations for bi-weekly observations as well as meetings, training, and evaluations.
- Comfortable working in dynamic and fast-paced environments.
